Mix ground beef with salt to make the filling for the pelmeni.
Place 1 tsp of filling in the middle of a wonton wrapper. Moisten the edges of the wonton wrapper with your finger dipped in water, and press the edges together to seal.
Repeat with other wonton wrappers to make more pelmenis.
To cook pelmeni, bring a pot of water to a boil, drop pelmeni in boiling water and cook for 10 minutes.
